Gpu (rtx 2070) Stuck at 300mhz and has low fps in games

my nividia gpu (Geforce rtx 2070) suddenly dropped frames for all of my games which it could run them at 100+ fps on high graphics ,but now it can only run them at 40 with low graphics ,my alienware command center shows that my power usage was way to high at 100% sometimes going over and my gpu usage is was apparently maxed out but the frequency was stuck at 300mhz.

I have been researching the problem on the internet and tried solutions from various sites (nivida, reddit, tom'shardware, etc...) but no solution has worked so far. so far, i have tried reinstalling drivers, resetting the PC, downloading software to try figure out what is causing it, cleaning the gpu replaced the power cable for it.

also the overclocks are what i used to test if the gpu would change, would never overclock my pc on a normal day
