While the device can run Windows 11, it is not fully supported by Microsoft. You can test it by running a hardware check with Microsoft tool.
Many users received the error message while upgrading from Windows 10. To install Windows 11, user have to use bypass registry or performing a clean Windows installation.
The support criteria set by Microsoft and the upgrade error are the reasons why Dell could not support Windows 11 on the 15r3 and many similar devices.
