need SC8000 IO Card Installation sequence

Hi we are currently working on a project. In this project there are 4 x SC8000 each with following IO configuration:

Low Profile: 

2 x 1Gb iSCSI PCI Card 

1 x SAS Controller for connecting to external SC220 and SC200 enclosure ( Single chain)

Full-height:

2 x 8Gb Quad-port FC HBA

This is what we did so far:

Let us consider 1 unit SC8000 Controller:

  1. we installed the 2 units of 1Gig iSCSI Cards on slots 3 and 1 leaving slot 2 empty.
  2. we installed the 2 units of 8Gb QP FC Cards on slots 4 and 5 respectively
  3. we installed the 1 unit of 6 Gb SAS Card on slots 6 using the extra longer bracket given on the IO Card packet.
  4. CHA Card is on slot 7 by default. 
  5. We hooked up the port # 4 and port #1 of both the 8Gb FC HBA card on to redundant Brocade 300B 8 Gig FC Switches [ no zoning yet]
  6.  we repeated the above procedure for Controller #2
  7. we connected the respective 10G IPC ports between the SC8000 controllers using the CAT6 UTP Cable [ that came in the SC8000 box]
  8. we connected the MGMT ports on the SC8000 to an external Cisco 2960-G switch
  9. we connected the iDRAC ports to that Cisco 2960-G switch as well.

Problem Scenario:

Now when we turn on the first controller the CLI session opens and from the monitor display we see various checking for memory, interfaces, initialization are being done. However, when we try to login login onto controller #1 using default "Admin" and "mmm" as password. we are unable to and in fact it happened  after entering the SSN and HSN for both the controllers from SCOS panel. from then onwards we are unable to. Also we are seeing that all the LEDs on both the 4-port FC IO Cards are lit and not blinking. 

Can anyone help us here in terms of login issue. Also can anyone please suggest whether we have missed any step during initial setup of SC8000 or whether our cabling approach is wrong

Note: SAS back-end cabling was done as Single Chain, Dual controller, Dual enclosure mode
