dell inspiron 530 wont start!

I recently found a used Dell Inspiron 530 at the thrift store. of course when i saw it, i bought it. it seemed to have all of the parts, other then a gpu, and i upgraded the power supply and ram, but when i try to turn it on, the fans spin, but nothing happens. there is a amber light on the motherboard, and makes a steady 2 short beep code. i looked it up and saw the code meant something was wrong with the ram, so i replaced it. i also dont have a VGA cable, so that meant before i could see if it boots, i had to get a GPU. the graphics card i got was a ASUS dual 4060 rtx. when i put it in, and plugged it into my monitor, it says that there is no connection from the HDMI cable. i am in a good enough spot that if i have to, i could replace the motherboard, but i really hope i dont. please and thank you for any help on this.
