Can no longer Turn off Touchpad when using USB mouse?

For year I could easily turn off my touchpad when using my usb mouse. In the last month or so, my mouse started acting crazy and I found that the touchpad came back on. Settings-Touchpad no longer allows the option to turn it off!!? How do we turn off the Touchpad so the mouse works normal again? What update causes this and when will it be fixed?
