Win8 deployment CAB for Win7

Can I use Windows 8 deployment CAB's for Windows 7 ?

Are Windows 8 drivers always compatible with Win7 or might there be some drivers (mass storage I would think) that might not be ?

Sorry, I misread your question.  My suggestion would be to not use them.  Feel free to experiment, but  since Dell already provides not only system-level CAB's for Windows 7, but also Combo Cabs (which make life much much easier), you would be better off using the proper drivers for the OS you are deploying.

Oh, and FYI.  I have tried to use the Windows 8 drivers for the XPS 12 to load WIndows 7 on that system and it really didn't like me afterwards.

If there aren't any Windows 8 specific drivers available for a model on support.dell.com then it's highly likely that the built-in drivers that come with Windows 8 will work on your system.  Not guaranteed, but that's been my experience.

As for using Windows 7 drivers for Windows 8, it shouldn't be necessary and is not advised since you will likely be overriding some of the native Windows 8 drivers that will work much better.

I wanted to know if I need to maintain both sets of drivers in WDS, it would be easier to just have one but since you had problems with it, I will keep both sets.

As I'm using WDS, I don't know if I can use Combo cabs (or it seems complicated) but I can add the drivers for each new model, it's not a problem I think.

I also tried installing Win 8 drivers for a Win 7 XPS 12.  Any luck on a touchscreen driver equivalent?
