Unable to connect to Dell Chat - "We are sorry"

Get error message "We are sorry." I use IE9 and have no trouble using chat with other companies. Tried 25 times over last 3 weeks at all times of night and day (10:30a - 3:00a EDT weekdays and weekends).  Tried microsoft 'fix it' as suggested in error message. Doesn't help. Cleared cache manually. Didn't help. Get "We are sorry" every time.

Filled out error reporting boxes 3 weeks ago. Also reported problem to email and phone support. No solution offerred. They are unable or unwilling to contact their chat or programming people for ideas. There must be a solution because I can chat with other company chats. IE9 may not even be the problem. But whatever the problem is it seems to be a problem for Dell but not others.

 Anybody know what I can do to reach Dell chat?
