UEFI Boot order flipping on 3050

Hi - I put together an exe using Command Configure 3.3.  I have my boot order order to ipv4 as the first and the hard drive as the 2nd.  If I run the exe locally or through SCCM, the boot order ends up being something random and not at all like what was specific using the Command Configure tool.  I'm also using the /s /i install flags.  Anyone run into this before?

Before we proceed can you help us with below questions, as it will help us to address it faster.

1. Can you please share exact steps you were trying?

2. And while creating .exe what all options were selected? Whats the boot mode for the system - uefi/legacy?
