reboot and stuck with black screen with writing

i have a xps 430 windows vista, did a system restore and was told to insert vista disk and it is not letting me past black screen with writing telling me to press next choose an operation system to start telling me to press tab or select tool but not letting me do this computer is stuck here can anyone help me please thank you
