How to open configuration manager console in win7 ?

Hi, all!

I am new to window os and just watched the video below on how to deploy drivers for my E6410 on win7

But the problem is that I don't know how to open configuration manager console. Does it go with Win7 Professional by default? Thanks for your answer!
