Hi there, is Dell latitude xt 3G SIM card also work in South Africa? If so, how do I install the sim driver.

Please refer the below support link to download the driver for the respective Mobile Broadband card Model (5505/5510/5520) for Dell Latitude XT.
Latitude XT Drivers
Select the OS and Modem/Communications in the above support page to identify the supported drivers
