Dell Command Update - Force to Use .CAB

I would like to be able to use Dell Command Update to ONLY install that .cab file as our baseline.  The manual is a little sparse if you are new to the software and wish to deploy Windows 8.1 to the tablet with a working NIC and then use Dell Command Update to install all of the drivers.  I tried these steps and get errors and failures (using v2.3.0):

1.  Downloaded all of the files from the Dell Command | Deploy Latitude 5175 Windows 8.1 Driver Pack. This includes the .xml, .html and .cab file.  (The same .cab file we would typically import into MDT I believe from this web site as opposed to the "regular" Dell site).

2. Launch Dell Command Update. Click on the Gear icon and go into the settings.  On the General section click on New under Update Source Location and browse to the location of the .XML file downloaded in step 1. On the Advanced Driver Restore select the option to Use the specified driver library and browse/select the .CAB file that was downloaded in step 1.  Click OK to exit settings.

3.  Click on Check button.  The Checking for settings appears that things begin to work.  But then you get a "Warning:  A problem occurred while checking for updates.  The operation was aborted.  See the activity log for the specific failure details."

There is nothing in the activity log.  The manual mentions debug logs, but no mention of how to turn these on.

I backed out the setting pointing to the .xml file and left the .cab file setting.  This works, but it appears the .cab file is being ignored since it pulls updates that have been published since the last .cab file release.
