Dell Command | Configure not applying BIOS settings to Inspiron 13 7000 series

I've tried setting a system and/or a setup password via the command line and via an .exe package or CCTK file via the GUI export and none of these work for me.

The following is shown in the log:

Option : setuppwd

2014/11/12 11:02:14 cctk - Error in Setting the Value.
Note : In some machines, If Hdd password or System password is set, you can't set Setup password.

I have tried this on a Windows 8.1 system and, for S&G, on a Windows 10 system with the same result.  I even tried creating the config in CCTK 2.2 and have the same result.

What is the cause?
