Dell 7202 Rugged win7 install

Hi every1

I try to install Win7  into  Dell 7202 rugged tablet 

Made boot  USB stick  with Dell OS recivery  tool

all is ok, till I need sellect  language 

Mouse not response (I dont have external keyboard) , touch screen not  response, mouse arrow  is on left side of  screen  and not move at all 

Mouse is  good, I can use it in BIOS  to select options.

Any idea ?
