Clearing TPM ownership with CCTK command line scripts

I am working on a project to configure all the Dell workstations in my enterprise to certian bios settings.   one laptop I am working with currently is a Dell E6510   Bios level A13.  The TPM setting in the Bios has been set on but not activated.   From what i am reading in the blogs,  the TPM ownership is set already and needs to be cleared of current ownership before the TPMactivation can be set to activate again.  

   Is there a command switch to clear the TPM ownership from the bios?
