Change UEFI boot order from WinPE

I am trying to change the Dell UEFI bios boot order during WinPE before the image gets applied.

I downloaded the command utility, and I have created a cctk file, an .ini file as well as an executable.

The problem is I do not know how to execute these files from the WinPE Environment.

CCTK is part of my WinPE but not matter what I try the boot order does not change.

I do not use SCCM, so I need to know if there is a way to change to boot order from WinPE using either the cctk, ini or exe file.

This is my first attempt to-do this so I have no experience so any and all help would be greatly appreciated.
