CCTK TPMACTIVATION does not work on Precision M4700
I am currently using CCTK version 2.1.1 (Released 10/25/2012) on a Precision M4700 Bios Version A05. I have tried the TPMACTICATION switch from WinPE 3.0 x86 and Windows 7 SP1 x64 but have not been able to make it work. CCTK does allow me to set a temporary password with the SETUPPWD switcha and it also allows me to turn on TPM using the TPM=ON switch, have not been able to activate TPM at all. When I export the bios setting with TPMACTIVATION always reports back as activated even though it is deactivated. The TPMACTICATION=ACTIVATE does not work even though it return a successful command. Any ideas on what is going on, or is this a known issue?

You need to update the BIOS version. I just updated my M4700 to A07 and was able to get it to work.
Check out my blog post about updating Dell BIOS Versions automatically. It might help make things a bit easier going forward.
