What triggers Dell Command Update automatic install?

I'm configuring DCU settings to deploy to our users and have not been able to get DCU to trigger an automatic update cycle.

I've verified that there are updates available for my test machine (Optiplex 7060) and one of those will require a restart, applied the settings using an xml, restarted the "Dell Client Management Service", restarted the computer and have waited for more than an hour and still have not seen DCU trigger an install. What is it that should be triggering an update check? Here are my settings -
