ECS OVA installation fails

I'm facing issues while trying to install ECS through OVA. The installation fails while trying to deploy the ECS nodes(ova-step1)

Whenever it tries to do an SSH from the base machine to the node servers it not able to communicate.

But while trying to do SSH manually to the node machines, everything seems to work fine without any issues.

Environment Details:

ECS Version - Community Edition 2.9.1 (ECS - 3.3.0.0)

Base Machine : OS - Centos 7.6

Node 1: Windows Server 2012 R2

Node 2: Windows Server 2012 R2

Also, while running ova-step1 does the user information is obtained from deploy.yml file or is it stored somewhere else?
