cannot find/download ECS-service-console

I downloaded ECS-Service-Console-Release-Notes. When I click the link and follow these instructions:

"a. Browse to Online Support.
b. Click the expandable Downloads heading.
c. Click the expandable Product Tool heading.
d. Download the Service Console package."

I don't find anything relevant.   The downloads page only shows geo-drive.  Any thoughts on what the issue might be?   My permissions (partner)?  The browser (safari on mac).

I don't need to file urgently, but I need to know how to get it if the procedure tells me to get it.  :-)
