I suspect my PC has a hardware problem. I ran the BIOS diagnostic tool, but It did not find any problem. It seems that the hardware looks healthy.
The error points to Intel PCI Express root port #13 9DB4. I do not know which device is connected, though.

It seems like oem3.inf is overridden by pci.inf.

Maybe the messages are stopped by removing Intel PCI express port #13. However, I do not know the consequences and it is a legitimate way.
Does anyone have the same issue?
Thanks,

Have the same issue event 17, i send my Alienware x15 r2 to tech support, they change my motherboard about 2 times and still have the issue. and still i have no solution or clue what´s happening with my AW.
i guess is a failure of the construction of the new alienware X series of electrical contact or interference.

I have the same problem with two DELL OptiPlex 7000 Small Form Factor. I suspect this problem might be caused by a serial interface connection to a scale. The scale connects OK, but the connection only stays live for a short period of time, and the operator is forced to power cycle the scale in order to re-establish the connection. We are planning to migrate the serial interface to an Ethernet connection to the scale in the hope this will fix this problem. I just wanted to share this with you guys out there, in case it is happening to others. The scale and workstation are some distance away from each other, maybe too far for the serial cable.

I have not updated this thread for a long time. Sorry!
It had been solved. The cause was an internal SSD "ADATA SX8200PNP" I replaced it with another SSD. The issue was gone.
When I checked it with the Crystal disk info utility, it did not show the SSD information precisely on the transfer mode and standard sections.
My Dell PC was not guilty.

Unfortunately for my problem this was not solved. When I found out that there was a problem linked to a PCI component, the first thing I did was change the hardware, which I shouldn't have to do since the notebook came with two Samsung PM9A1 SSD drives with Dell drivers. I changed them to the Samsung 980, and Kingstone and I still have the same problem.
I never recommend alienware again.

Something wrong in energy management about pci express bus. Disable energy administration of pci express in advanced options of your energy profile.
