The WB7022 webcam is not seen in Windows Server 2025 as a Biometric device
So it cannot be used by Windows Hello. Also it is not able to broadcast 4k, it complaints that it is not connected to an USB3 port (although it is). The same camera and everything identical is working if using Windows 11.

The issue was caused by you are using unsupported OS.
Dell Display and Peripheral Manager for Mac OS
MacOS 13 Ventura, MacOS 12 Monterey, MacOS 11 Big Sur
