Skype takes 20+ minutes to start on Dell systems that use SafeBIOS

This sounds crazy even to me but the Dell systems that I support that use SafeBIOS (Latitude 5530, 7320, Optiplex 3000,  Precision 3460) are all having an issue where Skype is taking 20 minutes to authenticate to our internal Skype for Business server.  Older Dells such as the Optiplex 3060 do not have this issue, but they also do not use SafeBIOS.  We are running Windows 11 22H2 Enterprise with M365 installed.   I've been switching different security settings in SafeBIOS but haven't found anything that has changed the long authentication wait.  I was wondering if anyone else was seeing this.
