DCU returning exit code 3000

We are using Dell command update version 5.4.0 to install driver and firmware updates from an offline repository staged locally on each device. However, the DCU.log continues to exit with return code 3000 showing a message "Dell Client management service stopped because a self update in in progress". 

When creating our offline repositories, we explicitly exclude Application and Software updates and we have confirmed that our repositories do not contain DCU update binaries. It is therefore unclear what DCU is attempting to update.

Because of this, DCU repeatedly returns exit code 3000, and our driver/firmware deployment process fails to complete successfully. 

Any guidance or assistance with this issue would be greatly appreciated.
