Blank screen when attempting to open browser to manage Brocade FC Switch DS-6510B

I am running the following:

Windows 10, build 1909

IE11.

Firmware on the switch: 8.0.1a.

According to the documentation I found on this version of firmware, I have the right version of JRE installed (66)

I have installed various versions of JRE to fix this issue.

Versions of JRE installed:

40 (64bit)

66 (x86)

66 (64bit)

77 (64bit)

112 (x86)

112 (64bit)

144 (64bit)

I am running this successfully on a different server that I need to decommission (windows 2012r2) with the same versions of JRE. On the W2K12 server, I am running IE.

For my windows 10 server, I've tried IE11, Edge and Firefox.  I get a mixture of either a blank screen or an attempt to download a different version of java.  It fails since it doesn't have Internet access.

I have added the appropriate sites for the brocade switches into Security of the Java applet to no avail.

Please let me know how I can troubleshoot further.
