ax150 stuck rebooting

We purchased an ax150i from someone to put in our sandbox.  So lovely of them to wipe everything including whatever the OS needs to boot.  I have the console cable plugged into it and I see it booting, then I see ABCDabEabcdFabGabcdeH and so on, then it reboots again.  I'm guessing the OS is pooched on it, I've tried the navisphere utility but of course it's not finding it.  Thinking this storage unit is like the E3000 series I pulled all the drive out except the first two and still the same result except it actually says it doesn't have a boot method. 

Any hints as to where I should go from here?

If the OS (flare) was wiped, you have a doorstop. There is no way  to get the flare on the drives without buying them from EMC (which requires the unit to be under warranty and then you can buy flare drives from EMC (if they even still offer them as the AX150 is pretty old and may no longer be supported)).

How would I know for sure if flare was wiped?

If you get to the Int13 handoff and the system reboots, it's probably an indication that there is no flare on the drives.

If the previous user/owner even swapped/shuffled the drives around, that could cause this (this is why the flare drives (disk 0 to 3 on this array) are marked with numbers and a big yellow sticker saying not to replace those drives.
