DRM: Failed exporting some support files

Recently, all my exports are failing, on 2 different PCs.  I have uninstalled / reinstalled, blown away the contents of my appdata\local\RepositoryManager folders, and started over completely.

Simply trying to export to a local repo fails each time with "Failed exporting some support files".  I see the name of the file it is attempting to download from downloads.dell.com, and I can put that link in my browser and download the file just fine.

I need some wisdom finding out what exactly is failing me...  (logfile attached)
