Pro Max 16 Premium MA16250, unable to enable SED hardware encryption

I just bought a refurbished Pro Max 16 Premium, which comes with a Samsung 1TB PM9F1 SED.  I am trying to enable hardware encryption on the OEM PM91F without any success.  A factory reset, and even a OS reinstall by the repair depot does not allow me to enable the hardware encryption on the OEM drive or secondary drive.

I even tried to install a Samsung 9100 Pro, install windows 11, enable SED encryption with Magician software, secure erase the drive, reinstall W11, enable hardware encryption using gpedit.msc but am unable to enable hardware encryption.

What am I missing here?
