Pro 14 Premium PA14250, battery <10%, lose docked keyboard and mouse

i am using dell dock wd22tb4 and sd25tb4. i realized when my Dell pro 14 premium PA14250 is in very low battery (less than 10%) and when i dock, monitors, keyboard will not work. i have to charge it to certain battery percentage (example more than 40%) and re-dock then it will work. anyone encountered same behavior? my other latitude models don't have this behavior.
