Pro 14 Plus PB14250, dual S2725QS, only able to get 120Hz on one monitor, other capped at 60Hz
I just got two S2725QS monitors and I am realizing that the one connected to my Thunderbolt 4 port with a USB-C to DisplayPort Cord (Monitor 2) is running fine @4k120Hz but the one connected via the included HDMI cord (Monitor 3) is capped @4k60Hz. Is this a system limitation or is there a way to work around this?

What CPU does the system have? I suspect you're running into GPU bandwidth issues if you're trying to run two high refresh 4K monitors (plus the internal display) simultaneously.

The HDMI port has HDMI 2.1 TMDS spec which only allows 4096 x 2304 @ 60Hz resolution. But you're asking for 3840 x 2160 @ 120Hz which is exceeding the available bandwidth of the HDMI port.
CPU Spec: Intel® Core™ Ultra 5 Processor 235U
The USB-C port might be able to output the required bandwidth for both monitors. The Dell Thunderbolt 4 Smart Dock SD25TB4 supports 2x 6K @ 60Hz which should roughly translate to 2x 4K @120Hz resolution.

Your HDMI port likely only supports 4K60Hz, so to run both monitors at 4K120Hz you’ll need to use DisplayPort connections or a Thunderbolt/USB-C dock that supports dual 4K120Hz output.
