Tower Plus EBT2250, question regarding slot three data lanes

The Dell EBT 2250 owners manual states that “The PCI-Express X4 slot 3 works at X2 lanes only.”

I’d like to install a card that works at X1 data lanes.  Does the manual mean that slot 3 works at a maximum of X2 only, or exactly X2 only?
