Tower Plus EBT2250, new, overheating

I just installed my new unit yesterday (Ultra 7 265, 1TB SD, 16GB RAM, RTX4060).  When I run a  PassMark CPU test, HWiNFO64 shows the CPU max temp to be 105 C with core thermal throttling on multiple cores and package/ring thermal throttling.  It also shows IA (Intel architecture) limiting due to thermal event, electrical design point, and PL1, 2, and 3 power limiting.  I get similar results just running Dell SupportAssist hardware scan.

Is this to be expected or should I contact Dell?

I just installed the tower cooler that normally would come with a 265K CPU. It reduced the Cinebench temperature from 105°C to 80°C.

I just ran the bios CPU fan test, found under advanced tests. With the side cover off and my iPhone DB meter about 2 inches from the tower cooler, I measured 59DB at the loudest. That test appears to crank the fan up to its maximum speed, much louder than it was during the Cinebench test.

What are the temperatures during normal operation?  The benchmark software is designed to push the system to throttle - - unless the temps are that high or nearly so during normal operation, there is no issue.

Running the hardware scan it gets to 91 C.  It also shuts down completely after a couple minutes of no usage, apparently a safety mechanism triggered by overheating.

@Richmond Dan​ Seems odd, given that the RTX4060 is the least heat-emitting graphics card and no hard drives installed.  Core frequencies are also getting clipped due to exceeding multi-core turbo limits.

@Richmond Dan​ When the cpu is under low load or at idle how does the fan noise on the tower cooler compare to the standard cooler?

@GST123​ I didn't notice any noise before replacing small CPU fan.  Rather than a subjective assessment of the new tower, I just took some db readings with the decibel meter on my iPhone 13.  At idle, I measured the sound level at the front grill, side grill, and rear grill as 25 db, 28 db, and 21 db, respectively.  With the side cover off and running the Cinebench multi-core test, I measured the sound level about two inches from the tower cooler to be 40 db.  None of those readings seemed significant to me...very quiet.

Also, the Dell part # for the tower cooler is CPX-C253W.  The same cooler appears to be on Amazon as part # C253W
