Dell EBT2250 - 750W-PSU fans issue

Question

I just received a Dell Tower Plus EBT2250 that comes with a 750W PSU, an Intel Ultra 7 265K CPU, advanced cooling CPU cooler, and integrated GPU. While the two system fans and CPU fan run quietly, I notice that the two small fans inside the PSU run all the time (and noisy), even if the machine is idle. I have an old XPS 8920 that runs very quiet. At idle, its PSU fan (a single one) does not even run.

I was wondering if something is wrong with the 750W PSU?

Old problem known since XPS8950 which uses same psu. Handy user can replace those two small oem fans w Noctua fans.
