It is difficult to figure out the problem of this screenshot without getting exception details. But since you able to reuse OME, it looks to be a UI cache. I may be wrong. Do you have the minimum required hardware for OME and can you check the CPU usage in taskmanager if it yields something fishy?
Okay. This might be the reason but it is difficult to say.
So, we might need little bit more on the analysis. Can you check which process is taking a lot of CPU in your taskmanager? It will help us drill down one level further.

The minimum requirements are OK.
CPU is fine, although I did notice that it hit 100% in a rather regular fashion, even when nothing specific is scheduled or running.
