OME 4.4.1 does not have a services upgrade?
I think the upgrade to 4.4.1 does not have a services upgrade. After 4.4.1 upgrade services becomes disabled with no upgrade option.

I would start with rebooting it. Also, would you confirm what version you're currently running? I ask as 4.4.0 and 4.4.1 use the same services version, and should look like this.
Now if you're running an older version of a plugin it will need updated, and I am also curious what you are seeing and where the console and plugins page is pointing (online vs offline).
I have tested it on the backend, and it looks to be fine, so the issue is likely either the config or the specific appliance.
Let me know what you see, and we can go from there.

@DELL-Chris H 4.4.1 is the upgraded version from 4.3. The plugin was disabled and no option to update. Uninstalled it, and still no option show up. Tried online with other URLs, never shows as an option. rebooted a few times.

Try toggling the option from online to offline, and then back, to clear the cache. If the issue persists it is likely the network, but you can also call in to support to get direct assistance with it.

Thank you for letting me know. Did you try toggling it offline and then back online, as well as clearing the cache, as I stated before? If so, what was the results, did anything change?
