Messages not sync'ing

I did already have all the features of Dell Mobile Connect working, but it suddenly stopped connecting the messages/texting portion. I finally uninstalled both the iPhone app and the Windows app, then re-installed, and once again everything is working except the texting feature (the most important one in my view).

In the bluetooth settings, there is no option for "show notifications" only "show system notifications" so I assume this is the problem, but I don't know how to get that option to show up.
