I know this may be out of reach, but looking into older refurbished Dell Rugged models may be something to explore. Ruggeds are intended to be very durable and used in extreme environments. So they can often withstand lots of drops, liquid spills, and dusty locations. The drawback is that they will be more difficult to repair due to being so ruggedized. Ruggeds are also heavy devices due to all metal designs so they are not your typical laptop. This may lead to skewing the perception of what a modern laptop could be. However, if you need something durable and can take a beating, this is the platform to look at.
If you are looking for more of just a standard laptop that is modern and cheap, then I'd recommend taking a look at our Dell Outlet. You can sometimes get some very deep discounts on new systems. When it comes to hardware specifications, you would want to find a system that has at least 8GB of RAM, a 256gb NVMe SSD, and perhaps at least some version of a 10th gen Intel i5 Processor or newer. Of course this is all budget and use case dependent, but this should be along the lines of being modern enough and able to provide an adequate user experience. Feel free to check this link out here for a fairly cheap but capable Latitude 5420 (it needs Windows reinstalled and a new battery, but looks fine otherwise). Share some more details of things you'd like to do and users can provide some more recommendations.
