With that budget, you can likely find a suitable desktop system. No sub-$1,000US notebook is going to be satisfactory -- not new anyway. A used workstation or gaming notebook in otherwise good shape is the option if you must have a notebook.
For anything new and capable enough for those applications, you're looking at $2000US or more.
