Windows cannot finish installing because in safe mode

When I launch my pc and it goes onto the usual dell background white logo with black, a text appears saying something along the lines of ‘Dell cannot finish installing because safe mode is on. My computer is literally useless and I cannot do a single thing on it. Does anyone know how to fix this.
