Where can partners find information on exactly what activities they are permitted to perform on Avamar, NetWorker, and Data Domain systems?
Examples of activities I am referring to: installs, upgrades, hotfixes, etc.

Examples you list are mostly the same for both end-customer and partners. Installation and admin guide along with release notes are good starting point.
