DellEMC ML3 tape library status: idle (unconfigured offline)

we have installed a ML3 connected via SAN to a win2016 backup server, Tape drive is already seen on the device manager but medium changer is not seen on windows device manager. needed drivers and firmware were installed but still same result. also notice library status is idle (unconfigured offline) even if we already reconfig it twice. No amber on hardware.

I had the same status and configure Logical Library for working at ML3 Web console and the status changed to Configured.

After this, in device manager windows the medium changer devices appear.
