How to IPL IBM i from tape in DD2500?

I have a DD2500 supporting multiple LPARs of IBM i 7.4.

I am migrating an lpar of IBM i and need to IPL from tape.  I have that lpar set to D-Manual IPL.

I have numerous drives configured on this DD2500.  I checked and only one drive has a tape loaded into it, and it's the right tape.

When I do this D-Manual IPL it keeps alternating between these codes:

C2004130 - Waiting for retry. A valid load source device was not found.

C2003150 - Sending ISL command to bus unit
