DD860 doesn't see connected 10GB ethernet ports

what does net show hardware give you?  In my case, similar to yours, but on DD890 I have:

eth1a   10Gb/s     full     1000/10000    90:e2:ba:1e:b7:48   Fiber      yes

eth1b   10Gb/s     full     1000/10000    90:e2:ba:1e:b7:49   Fiber      yes

eth4a   10Gb/s     full     1000/10000    90:e2:ba:1e:b7:48   Fiber      yes

eth4b   10Gb/s     full     1000/10000    90:e2:ba:1e:b7:49   Fiber      yes

Based on above, you can try to enable and disable interface via net command too.  If it still doesn't work, try to bounce DD and finally if that doesn't give you anything (assuming all is well with connection) then create support bundle and engage support.
