DD Management Center is a stand-alone solution that you have to pay for. You could asked your local EMC dealer.
If you just want to managed some Data Domain systems you can stick to the DD System manager and add the hosts on a entry Data Domain in your location.
EDIT: DDMC is a free solution now - You have to contact your EMC Represantative
