UPS Lost my Dell Laptop

It has been three days and neither UPS nor Dell is taking any responsibility. I ordered the laptop on June 17th. There has been no update on UPS tracking. I spoke to UPS and they said that the package is lost and Dell needs to talk to UPS. I called Dell and they have raised a "ticket" which seems to be taking forever. In the meantime, I am out a laptop and more than $1500.

I need Dell to either (a) send me a replacement laptop or (b) refund my money.

Notebooks are built in China and shipped in bulk to your home country.  It's perfectly normal for that to take a week or more.  Had UPS even received the notebook (your tracking number appears active once it does)?

If not, it's likely on a cargo flight or awaiting one from Southeast China to your home country.
