U2723QE, exchange denied 3x, retailer also refused

Hello, I need help getting my UltraSharp monitor replaced under the 3-year Basic Hardware Service + Advanced Exchange warranty.

• Model: Dell U2723QE
• Defect: permanent thin horizontal lines visible even in Dell Built-in Self-Test (photo attached).  
• Warranty: Basic Hardware Service + Advanced Exchange valid until 04-Nov-2025 (screenshot attached).  
• Cases: + two reopens – each was closed with “contact retailer”.  
• Retailer DatArt (CZ) has officially declined to process the claim and redirected me back to Dell.  
• I provided invoice (04-Nov-2022), ownership photo, warranty screenshot, defect photo every time.

Dell frontline support keeps closing the ticket without explaining why the defect is supposedly not covered.  
Could someone from @DELL-Cares team please escalate this to the appropriate EMEA escalation manager?
