Requesting documentation under New York's Digital Fair Repair Act

Hello,

As of July 1, 2023, New York's Digital Fair Repair Act "requires original equipment manufacturers (OEMs) to make diagnostic and repair information for digital electronic parts and equipment available to independent repair providers and consumers." As a resident of New York, I'd like to request all necessary documentation and schematics to repair my Dell XPS 15 7590 screen. Who should I reach out to to get this information?

You did not read the the most important part of that bill in green below =

This bill requires original equipment manufacturers (OEM) to make diagnostic and repair information for digital electronic parts and equipment available to independent repair providers and consumers if such parts and repair information are also available to OEM authorized repair providers.

Neither Dell nor our service centers has ever "repaired" Laptop LCD screens. Dell replaces the Laptop LCD screen while the purchased warranty is still valid and current.

Because neither Dell nor our service centers has ever "repaired" Laptop LCD screens, LCD repair manuals and documentation do not exist.

All can see on the online XPS 15 7590 documentation page the available XPS 15 7590 Service Manual. Note that it details disassembly of the XPS 15 7590 itself including the removal of the LCD panel. But is does not discuss disassembly of the LCD panel.
