Refurbished Inspiron, advertised Windows 11 Pro, forced to accept Windows 11 Home

Ordered a refurbished Dell Inspiron 16 Plus - 7640 that was advertised as having Windows 11 Pro on July 10.

I was sent a shipping list of specification and it listed Windows 11 Home.<Private data removed from public view. DELL-Admin>. Called customer service, 866-293-3355, . See the response below:

"As discussed on the call as per the specifications the order is coming with Windows 11 Home, not Windows 11 Pro, the only option is to return and re-order again. We apologize for the inconvenience caused."

I could not replace the order as the special discounts were not available now. 

So, I am left with accepting an order that has 11 Home and I must pay for the upgrade to 11 Pro. This is not correct. Dell should send me a coupon for 11 PRO. I have purchase a number of systems from Dell, new and refurbished and never experience this. I hope this is not a trend. Hopefully someone from Dell will contact me regarding this.
