Laptop charger 45w is not working properly at less than a month

Hello Sir, my problem is that I purchased a 45W Dell laptop charger on August 26, 2025. It has a one-year warranty. It hasn't even been a month and it's still not working. Can it be repaired? I have the bill that the shopkeeper gave me. He said he can't deliver it and you'll have to take it to the service center. This is wrong. If you purchased the charger from him, it's his responsibility to deliver it, but he's asking me to come. But I'm unable to come. Please help this customer of yours. If you can get this work done for me, I'll be very grateful.
