How to live with DELL support ???

I have two requests

<Private data removed from public view. DELL-Admin> 

one has 25 days and the other 63 and an NBD contract
Can someone finally help me? 
A laptop for 1800 USD and I am left on my own, the technical support employee from the Polish branch, Mr. Kacper Grączewski, refuses to contact me by phone, even though I report that I am a disabled person and writing elaborations causes me problems.
